协同交互:深化关检信息系统整合共享的路径

Synchronizing and Interchanging:Pathways to Deepen the Integration and Sharing of Customs and Quarantine Information Systems

当前,有效落实党中央、国务院关于做好关检机构改革的各项要求,在如期完成转隶组建和关检业务整合的基础上,尽快统一作业系统,切实发挥信息化对经济社会发展的引领作用、推动关检的深度融合,是当前海关亟需思考和完成的工作。本文从落实好国务院《政务信息系统整合共享实施方案》对海关信息系统整合共享的要求出发,分析了海关、检验检疫信息系统建设的历史、成效及面临的形势问题,对下一步做好关检信息系统整合共享、尽快实现将"分散独立的系统整合为一个‘大系统’"的建设目标提出了意见和建议。

How to put in place the institutional reform of customs and quarantine agencies according to the requirements of the central government and the State Council and how to integrate the operational systems so as to exploit the IT in economic development and promote deep integration of customs and quarantine agencies after their merge are the pressing tasks that customs need to fulfill at present.Based on the requirements of the State Council’s Implementing Program on the Integration and Sharing of Government Information Systems,the paper discusses the history,achievements and situations of the customs and quarantine information systems,and puts forward suggestions on how to better integrate and share both agencies’ systems in order to realize the goal of'integrating separate systems into a holistic one'.
