关于我国公安体制机制改革若干问题的思考

A Thinking on Several Problems in China’s Reform of Public Security System and Mechanism

党的十八大后,我国进入了改革开放的新时代。公安机关在全面深化公安改革的进程中,尽管取得了明显成效,尤其在涉及民生的改革方面效果更加显著,但在公安机关体制机制改革上还存在着"不全面"、"不深化"的问题,主要表现在警力结构不合理,职能定位不清晰,没有将公安院校纳入改革议程,主办侦查员制度尚待深入推进,辅警的改革尚未全面展开等。因此,公安机关要进一步强化机遇意识、责任意识和担当意识,全面推进公安改革,努力构建符合新时代要求、适应国家治理体系和治理能力现代化的现代警务体制机制。

After the 18 th CPC national congress,China has entered a new era of reform and opening-up.In the process of comprehensively deepening public security reform undertaken by public security agencies,although significant achievements have been made,especially in the reform related to people’s livelihood,there are still problems of'not comprehensive'and'not deepening'in China’s reform of public security system and mechanism,which can be mainly reflected in the following aspects:the structure of police force is unreasonable;function positioning is unclear;public security universities and colleges have not been included in the reform agenda;the sponsor investigator system has yet to be further promoted;the reform of auxiliary police has not been fully launched.As a result,public security agencies should further strengthen the sense of opportunity and responsibility,comprehensively promote public security reform in order to build a modern police system and mechanism which can meet the requirement of new era and adapt to the modernization of national governance system and governance capacity.
