摘要
针对现有河道管理系统中存在的问题,提出城市河道治理后的河道管理宜采用分布式管理作为河道低碳管理的模式。详细阐述了分布式管理系统的3个子系统:分布式安全管理、分布式生态管理和分布式智慧管理。通过对3个子系统的模式分析,从低碳角度探讨了分布式管理模式的实践路径,为我国城市河道低碳管理提供战略支持和技术支撑。
Distributed river management was proposed as a new low-carbon management model for urban waterways according to the problems in existing river management systems in China. There were three main subsystems in the distributed river management model, i.e., distributed security management,distributed ecological management, and distributed smart management. In the view of low carbon, a practical approach of the distributed river management model was discussed so as to provide strategic and technical supports for the urban waterway management in China.
