摘要
本文介绍了电力系统中两类不同的可运行性危机——总体危机(即频率危机)和局部危机,以及解决频率危机的两个步骤:功率平衡问题和联络线可运行问题。提出了解决系统功率平衡问题的算法,保证了系统在校正过程中遭受最小损失和影响。联络线可运行问题将在第二部分中解决。
Two types of viability crises,blanket(or gross)and specific(or sectional),e defined.The problem is formulated as an optimal control problem in the sense of least disruptiveness.It can be seperated into two steps.In the first step—Overall Balance Problem—an algorithm is introduced that finds the least disruptive control and ensures the frequency of the system in the safe range.This paper is to be continued in its companion paper--Static Control in Blanket Viability Crises of Power Systems(Ⅱ)—The Line Viabilizing Problem.
