项目制政府购买的逻辑:诱致性社会组织的“内卷化”

Logic of Project-Based Government Purchase: Involution of Inductive Social Organizations

随着我国逐渐从管制型政府向服务型政府转变,项目制政府购买社会服务成为基层政府治理的重要手段。这一制度催生了一批与政府购买具有密切联系的社会组织——'诱致性社会组织'。有别于'自发性社会组织',它们以承接政府项目为主要内容。案例研究发现,项目制政府购买在诱致性社会组织的产生过程中起到了决定性作用;但政府部门仅仅将它们作为实现基层治理的工具,对其采取吸纳与管控的策略;结果,它们对政府购买的项目存在严重的依赖性。诱致性社会组织数量的增加并不意味着我国社会组织具有良好的发展前景,相反,它们实际上陷入了一种'内卷化'困境,即没有发展的增长。

With the transformation from a regulatory government to a service-oriented government,the purchase of social services by the government based on project has become an important way for grass-root government governance,which has spawned a large number of social organizations that are closely linked to government purchase,whose main work is undertaking and completing the governments’projects.Based on their background and characteristics,this paper defined them as'inductive social organizations'in order to distinguish them from'spontaneous social organizations'.A case study indicates that the purchase of social services by the government based on project has played a decisive role in the establishment of inductive social organizations.However,once the inductive social organization are established,the governments begin to see them as a tool to achieve governance.Through absorption and control,the government is utterly in charge of the social organizations,who have lost their autonomy and become an outstretched government function in the community.The increase of the number of inductive social organizations does not mean that they have good prospects for development.In fact,the inductive social organizations have fallen into a predicament of'involution',which means growth without development.
