How Does E-government Performance Influence Public Use——An Empirical Study Based on Countries and Cities Around the World

电子政务绩效评估结果同公民使用电子政务的情况密不可分,但两者之间的关系尚不明确。本文的研究目的在于探讨电子政务绩效与公民使用之间的关系,据此为推进电子政务公民使用和电子政务绩效评估的完善提出建议。本文使用全球国家和主要城市电子政务绩效数据和政府网站Alexa点击量排名,实证分析电子政务绩效和公民使用之间的关系。研究发现,国家层面的电子政务绩效对公民使用没有显著影响,而城市层面的电子政务绩效对公民使用有显著正向影响。此外,民主化程度、经济发展水平、平均受教育水平、电信基础设施水平和人口规模对国家和城市的电子政务使用都有显著正向影响。本研究表明,要基于公民需求建设电子政务,促进公民使用电子政务,并从公民视角推动电子政务绩效评估体系逐步完善。

The results of e-government performance evaluation are tightly connected with citizen use of e-government,but the rela-tionship between e-government performance and citizen use is not clear yet.The purpose of this paper is to explore the relationship be-tween e-government performance and citizen use and to provide advice for promoting citizen use of e-government and e-government per-formance evaluation.This paper empirically analyzes the relationship between e-government performance and citizen use using e-govern-ment performance data of countries and major cities around the world and Alexa rankings of government websites.The study finds that egovernment performance at the national level has no significant impact on citizen use,while e-government performance at the city level has a significant positive impact on citizen use.In addition,the level of democratization,the level of economic development,the average level of education,the development of telecommunications infrastructure,and thesize of population have a significant positive impact on the citizens’e-government use both at national level and city level.This study shows that it is important to develop e-government based on the needs of citizens,promote citizen use of e-government,and improve e-government performance evaluation system from the per-spective of citizens.
