Rural Revitalization: Governance Logic, Subjects and Key Areas——Summarization of the Third High Level Conference of China County Governance

乡村振兴战略是党在全面把握我国社会主义事业发展全局的基础上,为实现"两个一百年"奋斗目标做出的一项重大战略决策。为了推动对这一重大战略的研究,并为这一战略的顺利推进建言献策,"第三届县域治理高层论坛"就乡村振兴战略的理念、规则与技术进行了深入的探讨,达成了以下共识:在坚持顶层设计的同时,需要遵循发展型转向的历史变迁逻辑、制度与政策逻辑以及市场与资本逻辑等治理逻辑;要激活村级组织、县级政府、新乡贤以及农民等参与主体的创造力和责任意识;要进一步深化和推进乡村组织建设、农村制度建设、公共服务建设、城乡融合发展体制机制以及村民自治制度等关键领域的改革与发展。

The rural revitalization strategy is a major strategic decision based on comprehensively grasping the overall development of China’s socialist cause and achieving the goal of'two hundred years'.In order to promote the research on this major strategy and provide suggestions for the smooth progress of this strategy,'the Third High Level Conference of China County Governance'conducted in-depth discussions on the concept,rules and technologies of implementing the rural revitalization strategy,and reached the following consensus:while adhering to the top-level design,it is necessary to follow the historical change logic of developmental transformation,institutional and policy logic,market and capital logic and other governance logic;activate the creativity and responsibility awareness of the participating organizations such as village-level organizations,county-level governments,Xinxiangxian(a county sage)and farmers;further deepen and promote the reform and development of key areas such as rural organization construction,rural system construction,public service construction,urban-rural integration development system and mechanism,and villager autonomy system.
