Land-use program is a guiding document on land development, which is also a foundation and precondition to guarantee appropriate utilization of land resources. It is very important to tap land scientifically, especially for mountainous area. Some factors should be taken into account when we work out the land-use program for mountainous region. For instance, unique resources, actual condition, social requirements, external investment, market demand and regional development.
