城市可持续发展国际标准进展及其主要作用分析

Analysis of the Development of ISO City Sustainable Development Standardization and the Functions

人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾是现阶段我国主要社会矛盾,本文提出走可持续发展之路是破解我国社会主要矛盾的根本途径,而标准是解决社会主要矛盾的重要技术支撑。ISO十分重视可持续发展标准化工作,与联合国、世界银行等国际组织紧密合作,初步形成了有力支撑城市可持续发展的标准系统。其中,ISO/TC 268城市可持续发展为推动城市可持续发展、破解现阶段我国社会主要矛盾提供了管理体系、评价指标和相应支持技术方法。最后建议加大城市可持续发展标准化工作,为破解我国社会主要矛盾提供相应的支持技术方法。

The main social contradiction in China lies between people’s increasing needs for a better life and unbalanced and inadequate development.This paper presents that sustainable development is the fundamental way to solve the main social contradiction in China with the standards as technical support.ISO attaches great importance to city sustainable development standardization,cooperates with UN,World Bank and other international organizations to develop a standard system strongly supporting city sustainable development.Among them,ISO/TC 268 has developed the city sustainable development management system standards,indicator system standards and supporting technical methods,which is helpful to solve the main contradiction in China.Finally,it is suggested that we should strengthen city sustainable development standardization work to provide technical support for solving the main social contradictions in China.
