水资源消耗总量和强度“双控”标准体系研究 被引量:1

摘要 为实行最严格水资源管理制度,《'十三五'规划纲要》明确提出'实施水资源消耗总量和强度双控行动'。技术标准作为国家政策和产业发展的重要技术支撑手段,在国民经济和社会发展中一直发挥着重要作用。本文在我国节水标准体系的基础上,分析了水资源消耗总量和强度'双控'标准现状,初步构建了水资源消耗总量和强度'双控'标准体系框架,并提出问题和建议。对于指导水资源消耗总量和强度'双控'标准的制修订工作,促进我国水资源消耗总量和强度'双控'标准化工作的整体推动和突破具有积极意义。 In order to implement the most stringent water resource management system,the outline of the'13 th Five-Year Plan'clearly puts forward the requirements to'implement the action of double control over total water consumption and intensity'.As an important means of technical support for national policies and industrial development,technical standards have been playing an important role in national economy and social development.Based on the current situation of water saving standards system in China,this paper analyzes the current situation of standard on total water consumption and intensity double control,preliminarily establishes the framework of standard system for total water consumption and intensity double control,and raises questions and recommendations,which is of positive significance in guiding the revision of the standards for total water consumption and intensity double control and facilitating the overall promotion and breakthrough of the standardization for double control over total water consumption and intensity in China.
