Geopolitical strategy formulation principles and China's geopolitical strategy

地缘政治学一直长于地缘战略研究,并在长期发展过程中积累了相当多的地缘战略专著和论文。这为开展对地缘战略的本体研究提供了丰富的素材,西方批判地缘政治学、流行地缘政治学和反地缘政治学的发展就得益于对经典地缘战略理论批判后的重构。本文探讨的是地缘战略的一个一般的理论问题——地缘战略制定原则。采用文本分析法,通过深入分析国内外有关地缘战略的文本,本文归纳、总结出地缘战略制定的五条原则:即地缘战略要立足于国家所处的全球地缘环境;地缘战略要能同时服务于国家政治、军事、经济利益;地缘战略需要有明确的时空取向;地缘战略需要体现明确的主体间性和地缘战略的实施需要考虑地缘位势制约。结合地缘战略文本,对每条地缘战略制定原则从历史的角度进行解读,并简要阐述了其内涵和核心要点。依据此原则,并结合对当前全球地缘环境、中国利益与冲突的空间界定、中国权力的辐射范围以及主要竞争对手分析,提出了中国当前的地缘战略——周边论。最后简要地讨论了实施此战略的五个相关问题。

Geopolitics has been good at geopolitical strategy research, and it has accumulated quite a lot of geopolitical strategy monographs and papers in the process of long-term development. Those monographs and papers provide a rich material for the research on ontology of geopolitical strategy, the development of western critical geopolitics, popular geopolitics and Anti-geopolitics is reconstructed which is benefited from criticism of classical geopolitical theory. This article explores a general theoretical issue of geopolitical strategy that is the formulation principle of geopolitical strategy. Using text analysis, through analysis of the domestic and foreign related texts of geopolitical strategy, this paper induces and sums up the five formulation principle of geopolitical strategy:(1) geopolitical strategy should base on the national global geopolitical setting;(2) geopolitical strategy should serve the national political, military and economic interests.(3)geopolitics has the characteristics of timeliness and spatiality;(4) geopolitics has the characteristics of inter-subjectivity;(5) geo-potential influences the geopolitical strategy. Combination of geopolitical strategy text, we explain each geopolitical strategy formulation principle from the angle of history, and briefly expound its connotation and core points. According to those principles, and combining with the analysis of the current global geopolitical setting, the space of china's interests and conflicts, the radiation scope of china's power and the main competitors of china, we put forward the geopolitical strategy for china: geo-periphery theory. Finally we briefly discussed the five issues related to this strategy.
