东非3国农业科研体系建设研究——基于农业科研组织、农业科研资金和农业人才培养视角

Research on the construction of agricultural scientific research system in three East African countries———Based on agricultural research organizations, agricultural research funds and agricultural talent perspective

现阶段非洲农业发展的重要目标是实现从传统农业向现代农业的转型,提高农业生产率,解决粮食安全问题。农业科技水平的提升在实现这一目标的过程中发挥着关键性的作用。本文从肯尼亚、埃塞俄比亚和坦桑尼亚的农业科研组织体系、资金投入和农业科研人员3个角度,具体剖析农业科研管理中的现状与问题,并提出东非3国农业科研体系建设与中非农业合作的政策建议。东非3国应完善科研组织体系,提升高等院校农业科研的力量分布;强化农业科研投入,建立高效稳定的农业研发资金投入机制;在中非合作方面,加强中非教育与科研领域合作,共同开展学术交流、搭建科研平台,合力培养高水平农业人才,通过农业科技合作,助力中国农业"走出去",服务于非洲的农业发展战略。

At the present stage,the important objective of agricultural development in Africa is to realize the transformation from traditional agriculture to modern agriculture,as well as improve agricultural productivity and solve the problem of food security.The improvement of agricultural science and technology plays a key role in achieving this goal,and a good scientific research organization system is the basis of improving agricultural science and technology level.Reasonable capital investment is the guarantee of agricultural science and technology development,and talents are the carrier of science and technology.Therefore,this paper studies the construction of agricultural scientific research system of the three countries(Kenya,Ethiopia,Tanzania)in East Africa from the above three perspectives,to provide reasonable suggestions for protecting the African countries’food security,to promote the agricultural modernization level of African countries and then to guide the cooperation of China-Africa in agricultural science and technology.
