基于欧洲各国及新加坡建筑废弃物循环利用的政策研究

Policy Research on Construction Waste Recycling Utilization Based on European Countries and Singapore

通过分析欧洲各国及新加坡的建筑废弃物循环利用政策,发现成熟的建筑废弃物处理技术、源头上控制建筑废弃物产量以及政府对企业的激励是实现建筑废弃物循环利用的重要原因。结合我国建筑废弃物回收利用现状及存在的问题,提出了完善我国建筑废弃物循环利用政策的建议,即借鉴国外发达国家处理建筑废弃物的经验,建立建筑废弃物分类回收制度、明确各参与方在建筑废弃物循环利用过程中的责任、增加建筑废弃物循环利用激励政策,推动我国建筑废弃物循环利用事业的发展。

Through analyzing the policies on construction w aste recycling in European countries and Singapore,this paper finds that mature construction w aste disposal technology,controlling construction w aste production in source and governmental incentives in enterprises are the important reasons to realize construction w aste recycling. Combined w ith the current situation and problems in our country,this paper proposes policy suggestions of our country 's construction w aste recycling,that is,to take reference for treatment experience of construction w aste in foreign developed countries,to establish construction w aste separation and recovery system,to clear the responsibility of participating parties in the process of construction w aste recycling utilization and to increase the construction w aste recycling incentive policies to promote the development of our construction w aste recycling utilization.
