中央智力区发展模式及选择——以沈阳市为例

The Development Model and Selection of the Central Intelligence Area: Taking Shenyang as an Example

分析了国内外中央智力区发展模式,根据中央智力区发展特征和国内外建设经验,构建了"三区联动式创新发展模式"、"社区驱动实施创新发展模式"、"高新区转换升级模式"等中央智力区的发展模式;论述了各自特点,并以沈阳市为例,选择了"高新区转换升级模式"作为沈阳市中央智力区发展模式,从聚焦高新区内丰富的智力资源、高科技产业和打造开放互助的区域文化、国际产业合作网络两方面探讨了如何促进沈阳市中央智力区的发展。

Central intelligence area development models at home and abroad are analyzed. According to the characters of the central intelligence area development and the construction experience both at home and abroad,the development models in central intelligence area such as 'three linkage type innovation development model','community driving innovation development model',and 'high- tech transformation upgrading model 'are established,and this paper discusses the characteristics of each model. Then,it takes Shenyang as an example,using the 'high- tech transformation upgrading pattern'as the development model of the central intelligence area for Shenyang. Furthermore,it studies how to promote the development of Shenyang central intelligence area in tw o aspects: focusing on the rich intellectual resources from the high- tech zone and high-tech industry as w ell as building the open and mutual- assistant regional culture and cooperating netw orks of international industry.
