摘要
应用北京市多水源联合调度模型,以弃水量和泵水成本为切入点,研究南水北调来水调入密云水库调蓄工程对供水系统的影响,以及考虑大宁水库防洪后系统调度结果的变化。研究发现,在南水北调多年来水条件下,若不启用南水北调来水调入密云水库调蓄工程,供水系统会发生大量弃水;启用该工程后,调蓄能力充足,系统不发生缺水或弃水事件,但会产生最高约每年5 000~7 000万元的泵水成本。考虑大宁水库防洪调度后,供水系统会产生每年几百到几千万方的弃水,反向调蓄成本和大宁补水成本也将增加,建议综合防洪和供水效益考虑大宁水库的调度运用方式。
Based on the application of the model of multi-water sources joint-operation in Beijing,the impact from the incomingwater from the South-to North Water Transfer Project diverted into Miyun Reservoir Storage Project on the water supply system is studied herein by taking both the amount of abandoned water and the water pumping cost as the starting points,and then the change of the system dispatching result after the flood control operation of Daning Reservoir is considered as well. The study shows that under the condition of the multi-year incoming-water from the South-to-North Water Transfer Project,if Miyun Reservoir Storage Project is not to be started to receive the incoming-water,a large amount of abandoned water is to be caused in the water supply system; while if the storage project is started,the capacity for storing and regulating the incoming-water is to be quite sufficient without occurrence of any events of water shortage or abandoned water within the system,however,the water pumping cost as much as 50 ~ 70 million yuan is to be annually caused. Under the consideration of the flood control operation,a large amount of abandoned water is to be annually caused,and then both the inverted regulation cost and the water-supplement cost are to be accordingly increased as well,thus it is suggested that the operation mode of Daning Reservoir must be determined under the comprehensive consideration of flood control and water supply benefits.
