摘要
近年来台湾受到台风灾害的频率、规模、影响所造成的损失有逐年增加趋势。灾害种类与内容更是多样化与复合化,已非单一对策或措施可以防治或应变抢救。因此为事前减少或防止灾害对于人民生命财产的损害,除要了解各种灾害的成因、过程外,更需根据先进科学研究与历史资料探索,探明灾害在空间上的分布范围与集中程度。建立知识平台、数据探勘及综合管理机制,积极构建防灾预警与救灾决策支持系统,可在减灾体系和预警系统的建立上发挥极大作用,可使该系统在今后经历灾害后得到补充和完善。
In recent years,the losses caused by the frequency,scale and impact of typhoon disaster show a yearly increasing trend in Taiwan. Moreover,the types and contents of the disaster are being diversified and complicated,and then no any single countermeasures or contingency measures can be taken for the relevant control and emergency rescue. Therefore,in order to reduce or prevent the damages from the disaster for life and property beforehand,the spatial distribution and concentration of the disaster is more urgently to be explored in accordance with advanced scientific research and study on historical data concerned,except to find out the causations and processes of the disaster. Establishing knowledge platform,data mining and integrating management mechanism and constructing the disaster preventionearly-warning and disaster rescue decision-supporting system actively can play a significant role in the construction of the disaster mitigation system and the early-warning system,with which the system can be supplemented and improved after experiencing the disasters in the days to come.
