水电工程作业班组安全文化建设需求

Demand of safety culture construction for working team of hydropower project

我国正处于水电工程建设的高峰期,溪洛渡水电站、向家坝水电站等一批水电工程正在如火如荼建设之中,水电工程建设地质条件复杂、施工技术难度大、施工作业人员流动频繁,受自然灾害影响大,事故多发,导致安全管理任务重、难度高。本文分析了水电工程施工作业班组安全文化建设的必要性,剖析了当前班组安全文化建设存在的问题,提出了多项措施构建班组安全文化建设的长效机制,可为水电工程安全管理提供参考。

At present,the construction of hydropower project is just in a peak period in China and a batch of hydropower projects,such as Xiluodu Hydropower Station,Xiangjiaba Hydropower Station,etc.,are being vigorously constructed. However,the geological condition is poor and the construction is quite difficult along with frequent flow of the construction personnel,more disasters and more accidents for a hydropower project,and then,the task of the safety management is quite large with high difficulty. Therefore,both the necessity of the safety culture construction of working team for the construction of hydropower project and the problems currently existed in the safety culture construction of working team are analyzed herein,while several measures for building a long- term mechanism for the safety culture construction of working team are proposed,which can provide a reference for the safety management of hydropower project.
