中小型堤防决口封堵抢险关键技术 被引量:6

摘要 2016年夏季,南方地区连续遭遇强降雨侵袭,多地日雨量突破历史极值,持续大暴雨导致长江中下游地区出现"98+"特大洪涝,湖北、湖南、江西、安徽、江苏等省皆发生重大的垮堤或溃垸灾害,当地人民生命财产蒙受巨大损失。武警水电部队奉命承担了鄱阳向阳圩、湖北考田河等多处决口封堵任务,在抢险中充分发挥了专业部队的优势,特别是针对中小型堤防道路狭窄、地质条件差等不利条件,制定了军民融合的机械化双向立堵抢险方案,在最短时间内实现了封堵目标,为类似中小型堤防抢险提供了参考。 In summer 2016,heavy rainfalls continuously occur in the South China and the daily rainfalls in many regions break the historical extreme values therein,while the persistence heavy torrential rains cause the 98+catastrophic floodwaterlogging disaster to reoccur in the regions along the Middle and Lower Yangtze River,thus the serious disasters of dike and embankment failures happen in all the provinces of Hubei,Hunan,Jiangxi,Jiangsu,etc.,which brings huge losses of life and property to the local people.Under the relevant order,the Armed Police Hydropower Troops undertakes the tasks of closing up several breaches of Xiangyangwei Embankment in Poyang County,Kaotianhe River in Hubei Province,etc.,for which the advantage of the professional troops fully exerts during the risk-elimination,especially,the risk-elimination scheme of the mechanized double-direction vertical closure carried out through army-civilian integration is made for the unfavorable conditions for the risk-elimination,such as narrow roads,poor geological conditions,etc.,and the closure target is therefore realized within the shortest time,and then provides some references for the risk-elimination of the medium-small sized levee.
