生态文明视角下政府环境管理手段应用研究

Study on the application of government environmental management means from the perspective of ecological civilization

有效的政府环境管理手段是推动生态文明建设的关键。基于生态文明视角,系统梳理了政府环境管理的几种有效手段,分析了政府有关部门在面对企业环境责任主体、政府环境责任主体、第三方环境服务责任主体等不同情景时所应采取的环境管理手段,通过各类管理手段的综合、有效利用,助推生态文明建设取得良好成效。

Effective means of government environmental management is the key to promote ecological civilization.Based on the perspective of ecological civilization,several effective methods of government environmental management are combed systematically in this paper,and the environmental management measures that should be taken by the relevant government departments in the face of different situations such as responsibility subjects of corporate environment,government environment as well as third-party environmental service are analyzed.Through the comprehensive and effective utilization of various management tools,the construction of ecological civilization will be promoted for great achievement.
