Diploma Authentication of Domestic Higher Education in New Normalcy:Problems and Solutional Reflections

学历认证作为高等教育学历证书电子注册的重要补充手段在维护国家证书制度权威性、甄别学历市场等方面具有重要的作用。教育部自2002年起授权全国高等学校学生信息咨询与就业指导中心开展国内高等教育学历认证工作,经过13年的发展,取得了显著成效,但面临的挑战和引发的质疑也不断增大。笔者在厘清学历认证工作现实意义和存在问题的基础上,对纾解矛盾、改进工作提出了自己的思考。

Diploma authentication, as an important means supplementary to the electronic registration of higher education academic certifications, plays an important role in maintaining the authority of national certification system and screening the diploma market. The Ministry of Education has authorized the CSICC to carry out the diploma authentication of domestic higher education since 2002. Through 13 years’ development, remarkable achievements have been achieved, however, the challenges and doubts are also constantly increasing. On the basis of clarifying the practical significance and existing problems of diploma authentication, the author offered his own thinking on alleviating the contradictions and improving the herculean task.
