政府法律顾问制度的基本问题研究

On the Basic Problems of Governments Legal Adviser System

十八届四中全会通过的《中共中央关于全面推进依法治国若干重大问题的决定》明确提出了"积极推行政府法律顾问制度"的要求。笔者在梳理我国政府法律顾问制度发展进程的基础上,结合近年来有关省级政府的具体做法,对我国政府法律顾问制度的基本问题进行了初步地分析研究,以期为推动政府法律顾问制度建设的进一步完善提供参考。

The Partys fourth plenary session passed the CPC Central Committees Cerntain Major Issues Decision on Promoting the Rule of Law,which clearly puts forward the requirements of "actively implementing the governments legal adviser system".On the basis of tracing the development of the Chinese government legal adviser system,and in view of the practical measures taken by some provincial governments,the present paper made a preliminary analysis on some basic issues in the system of government legal advisors,in order to provide reference to the construction of this system.
