区域限批制度,是中央政府面对严峻的环境保护执法现状所实施的环境保护措施,是敦促地方政府严格执行环境法律制度的重要手段。但由于对申请人的权利冲突和张力之间的环境影响评价仍需深入思考,因此该制度的实施是否能够有效地实现环境保护的任务仍有巨大的讨论空间。

The regionnal limited approval system,is the environmental protection measures that the central government carries out in the law implementation situation of serious environmental protection,and the important means that urged the local governments to strictly implement environmental law system.But since the environmental impact assessment between the rights conflict of the applicant and tension needs to be thought deeply,therefore there still has a huge space for discussion whether the implementation of the system can effectively achieve the task of environmental protection.
