摘要
《1947年关税与贸易总协定》允许区域性优惠贸易协定的存在有历史的、经济的、政治的和立法的等多方面的考虑。自世界贸易组织成立之后,区域贸易协定的发展势头不但没有减缓而且还有继续扩大的迹象和趋势,甚至对世界贸易组织的前行带来了"绊脚石"的影响。鉴于此,国际社会应当科学定位区域贸易协定与世界贸易组织之间的关系,加强区域贸易协定的审查机制的建设,完善区域贸易协定的审查标准和审查程序。
Because of historic,economic,political and legal considerations,GATT 1947 allows the existence of regional trade agreements.The number of regional trade agreements has increased distinctly in recent years and regional trade agreement even turns into the obstacle to the development of WTO system.It is necessary to determine the relationship between WTO and regional trade agreement correctly,strengthen the rules of review for regional trade agreement and improve the standards of review.
