摘要
依照法规的规定 ,对工程项目招标中的不规范行为进行了实证分析 ,总结了工程项目招标中存在的歧视潜在投标人、违法收取投标保证金、无标底招标中变相设立标底及工程量清单内容不清楚等不规范行为的具体表现形式 ,及其可能产生的后果 .
According to the relative clauses of 'Bidding Law'in construction project bidding,there do exist some irregular actions,such as discriminating against potential bidders,collecting bid guaranty illegally,setting base price covertly in tendering without base price and confusing the contents of construction capacity analysis.In accordance with the stipulations of the PRC Bidding Law,this paper makes some positive analysis on these irregular actions,enumerates their concrete forms and summarizes their possible consequences.
