西藏水电开发与生态环境保护

Hydropower Development and Environmental Protection in Tibet Autonomous Region

西藏自治区是我国生态安全屏障、战略资源储备基地。在其水电开发中将按照生态优先、统筹兼顾、合理开发的原则,做好生态环境保护工作,统筹考虑国家能源发展战略和西藏经济社会发展。在西藏水能资源复查、水电能源基地规划、河流(河段)水电规划和水电项目前期工作的各个阶段均同步开展了环境影响评价,提出了保护措施,并在水电项目建设中予以落实。应用战略环评思维认识西藏的水电开发,西藏的水电开发均将较好地解决环境问题,实现水电开发与生态环境保护的协调。

As an ecological security barrier and strategic energy reserve base of China,Tibet Autonomous Region needs tocomply with the principles of ecological priority,overall planning and rational development in its hydropower development toprioritize ecological and environmental protection and balance national energy development strategy while supporting localeconomic and social development. The environmental impact assessments are simultaneously carried out in Tibet’s hydropowerresource review,hydropower energy base planning,river( river reach) hydropower planning and the early stage of hydropowerprojects,and corresponding protection measures are also proposed and implemented in hydropower project construction. Thestrategic environmental assessment idea should be used to understand the hydropower development in Tibet,the environmentalproblems in hydropower development in Tibet will be solved and the coordinated hydropower development and ecologicalenvironment protection will be achieved.
