西藏水电发展与思考

The Development and Thinking of Hydropower in Tibet

介绍西藏水能资源的概况,阐述西藏水电发展的历程、机遇、思考、风险以及发展前景,简要分析西藏水电发展的几个重要转折期和发展的理性思考认识。西藏特有的地理位置、综合环境条件,以及水能资源的分布情况,决定了西藏水电的发展将有别于内地水电开发的常规。简单套用内地成熟的开发模式与经验不利于西藏水电的持续健康发展。西藏水电开发应坚持因地制宜,理性思考的原则。科学分析发展中的风险,站在国家和战略层面上做好研究与规划,才能有效推动西藏电力的持续健康发展。

The general situation of hydropower resources in Tibet is introduced,the history,opportunities,thinking,risks anddevelopment prospects of hydropower development in Tibet are expounded,and several important transition periods and therational thinking of hydropower development in Tibet are briefly analyzed. Tibet’s unique geographical location,comprehensiveenvironmental conditions,and the distribution of hydropower resources determine that the development of hydropower in Tibetwill be different from the experiences of hydropower development in other regions of China,and the mechanical application ofmature development models and experiences in other regions is not conducive to the sustainable and healthy development ofhydropower in Tibet. Tibet’s hydropower development should adhere to the principles of adapting to local conditions andrational thinking,scientifically analyze development risks,and carry out research and planning at national and strategic level toeffectively promote the sustainable and healthy development of Tibet’s electricity.
