摘要
阐述了哈尔滨市河道水管单位体制改革的模式,分析水管单位改革中存在的问题,提出解决问题的方法和采取的措施,并对此进行了探讨。
Model of system reform of channel water affairs management unit in Harbin is discussed,the problems of water affairs management in the system reform are analyzed. The methods of solving problems are proposed,and measures are taken.
