摘要
在水资源和水生态可持续利用评价过程中,不能完全依靠客观数据对评价指标进行赋权,并且在选取的物元可拓模型对权重确定方面存在一定的不足。因此,采用熵权法对评价模型进行改进,同时引入偏好度,将客观赋权与主观赋权的方法结合起来,使评价指标权重的确定更加准确可靠。以杭州市为例,从社会经济、水资源、生态环境3个方面构建评价指标体系,利用上述改进的基于偏好熵权物元可拓模型对杭州市2006~2013年的水资源和水生态可持续利用情况进行了评价分析。评价结果显示,杭州市的水资源和水生态可持续利用状态整体发展方向为良好,并在未来将继续为杭州市经济社会可持续发展提供重要保障。
Considering the shortcoming of determining weight in matter element extension model, we use entropy method to improve this. It is not completely relying on objective data to determine the e-valuation indicators’ weight in the process of evaluation of sustainable utilization of water resources. Therefore we introduce preference into the model and combine the objective weight with subjective weight to make the weight can be determined more accurately and reliably. This paper selects Hang Zhou city as an example, from the social economy, water resources, and ecological environment three aspects to build the evaluation index system. Using the modified model, we evaluate and analysis the sustainable utilization of water resources of Hangzhou city from 2006 to 2013. The results shows that the overall development direction on the sustainable utilization of water resources of Hang Zhou is good and it will provide an important guarantee for the sustainable development of Hang Zhou in fu-ture.
