摘要
经过近30年的发展,南京市在水利工程供水方面取得令人欣喜的成果。但随着水利工程水价的改革工作逐步深化,一系列矛盾凸显而出。通过实际工作调查取证和理论分析,阐述南京市水利工程非农供水的现状,提出水利工程非农供水在公众意识、水价结构、水价定价、运行机制、管理体制以及实际工作中的矛盾等主要问题,初步提出与之对应的改革措施,以期对南京市乃至全国水利工程非农供水改革提供参考。
After nearly 30 years of development, Nanjing has made delightful achievements in water conservancy projects, but along with the deepen reform of the price of water supply of hydraulic engi-neering in Nanjing City, a series of contradictions have appeared. By working through practical inves-tigation and theoretical analysis, this paper expounds the present situation of the price of non-agri-cultural water in Nanjing City, and we put forward main problems in non-agricultural water supply of hydraulic engineering including public awareness, water pricing structure, water pricing, operation mechanism, management system and contradictions in the actual work. Then we propose the corre-sponding reform measures, in order to providing a reference for the price reform of non-agricultural water supply of hydraulic engineering to Nanjing and even the whole country.
