Application and Performance Evaluation of Hydrological Operational Quota

采用绩效评价的方法,分析水文业务定额实施后对水文业务的影响,认为水文业务定额的实施巩固了水文行业的公益性地位,稳定了水文职工队伍,促进了水文技术进步,为水文行业和谐健康发展奠定了基础。但还存在定额标准偏低、涵盖内容不全等问题,建议对定额标准进行定期修订,以适应和促进水文事业的健康发展。

The performance evaluation method was adopted by this paper to analyze the influence of hydrological operational quota implementation to the hydrological operation. It was deemed that the hydrological operational quota has strengthened the non-profile status of the hydrological profession,stabilized the hydrological staff team,and promoted the progress of the hydrological technology,which laid the foundation for the harmonious and healthy development of the hydrological profession. Meanwhile,some problems still exist,for instance,the quota standard is low and the covering area is uncompleted. Therefore,it is suggested to amend the quota standard regularly so as to adapt and promote the healthy development of the hydrologic cause.
