In accordance with reform requirements of the State Administration System on Project cost,a new set of codes of valuation with bill of quantity of construction works will soon be enacted and come into effect.This is a fourth reform in the project cost field and the practitioners in this field will face new challenges and opportunities. Tendering and bidding based on bill of quantity is not only necessary for China to be geared with international practice, but also an effective way for its governments to strengthen macro - management and shift functions.In the meanwhile it can create a free market environment for open and fair competition.
