摘要
水是自然环境的重要组成物质,也是最活跃的环境影响因子之一。建设调水工程,干预了自然界的原有平衡,调水改变水平衡与水文循环势必会引起环境的变化。本文介绍了国内外主要调水工程的建设情况,分析了调水工程对环境的有利与不利影响,并指出水利工程建设,尤其是调水工程建设应当尊重自然,采取更加审慎的态度,重拾古代整体、综合、辨证科学思维的中国智慧,避免导致严重的生态环境问题。
Water is both an important component of the natural environment and a most active affecting factor for environment.The construction of water diversion projects breaks the original natural water balance and changes hydrological cycle.This paper introduces the domestic and international major water diversion projects,analyzes their positive and adverse effects and offers some suggestions on construction of such projects.It also points out that for construction of water conservancy project,especially water diversion projects we should respect nature and take a more cautious attitude to resume the ancient holistic,comprehensive,dialectical scientific thinking in the Chinese wisdom to avoid serious eco- environmental problems.
