基于“两型社会”建设的最严格水资源管理的对策与思考

Reflection on the Most Rigid Policies of Water Resource Management Served for Construction of Two-oriented Society

水资源是基础性的自然资源和战略性的经济资源,实施最严格的水资源管理是"两型社会"建设的迫切要求,是推进生态文明建设的迫切需要。本文基于"两型社会"建设的内涵,分析了我国水资源管理面临的严峻形势及"两型社会"建设对水资源管理的新要求,从湖北省面临的主要水资源问题及建设"五个湖北"的需要出发,提出了实施最严格水资源管理的对策。

Water resource is the basic natural and strategically economic resource.It is imperative for the construction of Two-oriented society and ecological civilization to implement the most rigid management of water resources.The paper expatiates on connotation of Two- oriented society construction,analyzes serious situations of water resource management and new demands of Two-oriented society in water resources management,and puts forward corresponding measures in light of the main problems concerning water resource management and demands of the Five- Hubei construction.
