代建与监理联合体建管模式的探索与实践

On the Supervision Model of Combining Construction Agent System with Supervising Engineer System

水利部于2015年2月正式出台了推行代建制管理的指导意见,在水利建设项目特别是基层中小型项目中推行代建制等新型建设管理模式,发挥市场机制作用,增强基层管理力量,实现专业化的项目管理十分必要。本文结合湖北远安付家河水库代建项目的实际代建过程,提出了代建与监理联合体(即融合型)建设与管理模式,对整合项目管理资源,集中和优化项目管理人才结构,提高项目管理效率有重要和现实作用,从可行性和必要性两方面进行阐述代建与监理联合体的积极意义,并系统提炼了付家河水库代建项目代建与监理联合体建立内部协调联动机制、突出现场安全与质量控制及规范建设程序和'五制'等探索实践的方法。同时,提出了业主应提前作好代建与监理联合体招标策划、行业主管部门应加强监管等方面的建议。

Ministry of Water Resources introduced agent management guidance officially in February 2015,requiring promoting construction agent system in the water conservancy construction project,especially small and medium-sized projects so as to realize the role of market mechanism and strengthen the management power at the grass-roots level.In light of practice of the system at YuanAn reservoir construction project,the paper puts forward integration of construction agent system and supervising engineer system.In this way the project management resources can be re-organized,project management structure optimized,and the management efficiency improved.The paper expounds the positive significance of the system from two aspects of the necessity and feasibility and implementation methods of the system in the project.
