广州市黄埔区健康水系统治理框架研究

Study on the Framework of Healthy Water System Governance in Huangpu District of Guangzhou City

广州传统的水利系统创造和发挥了巨大的社会效益和经济效益,但同时也存在着一些明显的问题,如水污染严重、水利工程不完善、高新技术应用不广泛、管理体制不健全、水资源配置不合理等。在吸收传统水利经验教训的前提下,探讨了广州市黄埔区健康水系统框架的主要组成部分,形成了广州健康水系统的四个配套体系。不仅对加快全省传统水资源向健康水系转变,为建设经济文化强省提供有力支撑,具有重要的现实意义,同时也为国家健康水系统提供了重要参考。

The traditional water resources system in Guangzhou has created and brought into play enormous social and economic benefits,but at the same time there are some obvious problems,such as serious water pollution,imperfect water projects,not widely used high and new technology,imperfect management system,unreasonable allocation of water resources,and so on.On the premise of absorbing the experience and lessons of traditional water resources,this paper discusses the main components of the framework of healthy water system in Huangpu District of Guangzhou,and forms four supporting systems of healthy water system in Guangzhou.It not only accelerates the transformation of traditional water resources to healthy water systems in the whole province,but also provides strong support for the construction of a strong economic and cultural province,which has important practical significance.It also provides an important reference for the national healthy water system.
