Responsibility and Safety:Legal Thinking of Elevator Damage Events

近年来,我国电梯事故造成人身伤害的事件频发。聚焦案情调查可知,电梯质量缺陷、安全生产责任缺失、质量检验检测漏洞是电梯致害事件的三大主要原因。减少电梯致害事件发生之可行路径主要从完善电梯安全管理法律体系、强化安全生产法律责任、严格电梯缺陷法律责任、加强公共区域保障义务等四个方面着手。

In recent years,the events of personal inj ury caused by elevator accidents have occurred frequently in our coun-try.Focus on the case investigation shows that quality defects of the elevators,lack of safety production responsibility,the vul-nerabilities of quality inspection and testing are the three main reasons for elevator damage events.There are four feasible paths to reduce the occurrence of the damage caused by elevator:perfect the legal system of elevator safety management,strengthen the legal responsibility of safety production,strict elevator defect legal responsibility and strengthen the public security obliga-tions.
