水泥行业正处于实施碳交易的准备阶段,MRV体系框架已初步建立,并得到了有效实施。研究监测计划制定、报告、核查的政策规定和技术指南,解读企业监测、报告的主要内容,介绍核查工作原则和程序,分析核查要点。企业负责人应加强对MRV体系的整体性把握,将碳排放的监测、报告和核查工作真正融入到日常生产中去,确保监测到位、报告数据科学准确。

The cement industry is in the preparatory stage of implementing carbon trading. The framework of MRV system has been initially established and effectively implemented. The aims of this paper are to study the policy provisions and technical guidelines for the development reporting and verification of monitoring plans, to interpret the main contents of enterprise monitoring report, to introduce the principles and procedures for verification work, and to analyze the main points of verification. The leaders of the enterprise should strengthen the overall grasp of the MRV system, and integrate the monitoring, reporting and verification of carbon emissions into the daily production to ensure that the monitoring is effective and the report data is scientific and accurate.
