摘要
城中村是我国城市化过程中的阶段性产物,它的形成有着深刻的土地经济学原因。城中村不是贫民窟,具有较强的正社会功能。全面改造城中村会带来房屋拆迁冲突、诱发城市经济风险、制造空间社会隔离、浪费社会资源等问题,无论对利益主体还是宏观结构都是弊大于利。从统筹城乡社会发展、实施稳健政府治理、激发社区建设活力的角度出发,主次分明、循序渐进、因地制宜地综合治理城中村,可防止城中村的渐次贫民窟化,实现"大混小居"的空间正义,促进城乡空间和社会的融合。
Villages in cities are the periodic result in the process of urbanization in our country. The formation of villages in cities has a profound reason of land economics. They are not slums,but have a strong positive social function. Comprehensively reconstructing these villages will bring housing demolition conflicts,induce urban economic risks,make social isolation,waste social resources,etc.,so for both interest subjects and macrostructure,it generates more harm than benefit. From the perspectives of social development between urban and rural areas as a whole,the implementation of prudent governance and the stimulation of community construction enthusiasm,the comprehensive governance of villages in cities with priority order and step-by-step measure can prevent these villages from becoming slums gradually,achieve the space justice of 'big mixed small house',and promote the integration of urban and rural space and society.
