摘要
近年来,食品安全事件频现使得消费者对我国食品安全的信心达到了低点。食品安全信息披露制度是食品安全监管体制中的重要环节之一,是规制食品安全的一项重要制度,有助于食品安全信息的透明化和公开化,从而提高食品安全保障,建立消费者正确的消费观。本文通过剖析我国现行食品安全信息披露制度中存在的主要问题与困境,分析美国食品安全信息披露体系的披露主体、内容、方式、平台,法律法规等方面的内容,对比揭示我国政府在食品安全信息披露方面与美国的差异,同时引入行业协会,分析其作为第三方机构在披露制度中可发挥的作用,最后在此基础上对我国食品安全信息披露制度提出合理建议,以期为建立完善的食品安全信息披露机制提供一定的理论借鉴意义。
In recent years, food safety events occurred frequently, which caused consumers to show a lower level confidence in safety of food. Food safety information disclosure system is one of the important part of food safety supervision system, which is an important link in food safety regulation, and is helpful to transparency and publication of food safety information. The purpose is to improve food security and establish the correct view of consumption. This paper analyzed the main problems and difficulties of disclosing information in China and revealed the difference between China and USA. Meanwhile, it analyzed the subject, content, mode, platform, laws and regulations of food safety information disclosure system of USA. The comparison revealed difference of food safety information disclosure between China and America. Then some suggestions to improve China’s food safety information disclosure system were explained in order to provide certain theoretical reference for improving food safety information disclosure mechanism.
