在近几年石化储备情况的影响下,在我国石化储存管理工作中出现了一种新型的储存理念。而西南油气田经过近几年的努力,面对保供和降库的双重任务,按照"转观念、严入口、调结构、控规模"的工作思路,创新保供模式、深度挖潜改代利库,积极实现了库存和积压的"双降"。
