食品安全问题研究——以郑州市安全监管为对象

摘要 郑州食品安全监管至少存在四个层面问题:一是现有监管力量与实际工作不匹配;二是生产监管环节多头管理与真空地带并存;三是食品安全领域责任划分不清;四是小作坊数量大增加监管难度。要解决这四个层面问题,需要从以下五个方面着手:一是在现有监管体制的创新上下功夫;二是严格执行现有监管政策;三是加强行业自律从组建行业联盟始;四是构建新的公共性;五是发掘政策杠杆的潜力。 There are at least four aspects of problem in Zhengzhou food safety supervision: firstly, the existing regulatory power does not match with the actual work; secondly, the multiple management of the production and supervision coexist with the vacuum belt; thirdly, the food safety area responsibility is not clear; fourthly, the number of small workshops increased the difficulty of regulation. To solve these four problems, the government needs to start from the following five aspects: firstly, we should innovate the existing regulatory system; secondly, strictly implement the existing regulatory policies; thirdly, to strengthen industry self-regulation from the formation of the industry alliance; fourthly, build a new public; fifthly, to explore the potential of political leverage.
