海南全域旅游示范区创建,具有良好的自然条件和旅游发展基础,且旅游发展经验丰富,管理体制和机制完善,产业融合条件好,基础牢固,发展潜力雄厚.创建工作的主要任务是构建协调互补的全域旅游空间,升级具有海南特色的全域旅游产品,完善主客共享的基础设施与公共服务,提升全域旅游服务要素的配套水平,优化完善符合全域旅游要求的社会环境,强化全域旅游发展赖以存在的旅游资源与生态环境的保护,大力推进旅游供给侧综合改革.在保障措施方面,要建立健全推进全域旅游示范区建设的管理体制与机制,积极普及全域旅游观念的全民教育,尽快编制海南省和各市县全域旅游发展规划,严格执行全域旅游示范区建设国家标准,尽快出台符合海南实际的增补标准,严格验收把关程序,切实保障示范区建设质量.

It is because of the excellent natural conditions with good tourism development foundation,rich experience in tourism development,sound system and mechanism,good industrial integration conditions and firm foundation that we can establish Hainan province a global tourism demonstration area. The main task to fulfill it is to construct a coordinated and complementary space of global tourism,upgrade the global tourism products with Hainan characteristics,perfect the infrastructure and public services both for tourists and the host community,improve the service quality of the global tourism,optimize the social environment to meet the global tourism development,strengthen the conservation of tourism resources and ecological environment on which the development of global tourism depends,and vigorously promote the comprehensive reform of tourism. In term of security measures,it is necessary to establish a sound management system and mechanism to promote the construction of tourism demonstration area,to actively popularize the global tourism concept to the public,to make plans,as soon as possible,of the global tourism development for Hainan province and the respective cities as well as the counties,strictly perform the national standards of the global tourism demonstration area construction,put forward supplementary standards really suitable for Hainan province as soon as possible and to check all the programs in a strict way in order to ensure the construction quality of the demonstration area.
