Evaluation,assessment of value,has functions of judgment,prediction,selection and orientation and plays a crucial role in guiding and shaping people's behaviors.Therefore,evaluation has an important role in terms of innovative talents' discovery,growth and cultivation.Dewey introduced the experimental method to the field of value,and created a positive and future-oriented evaluation of action theory.Dewey's theory characterized by the spirit of rebellion and skeptical criticism provided the basis of theory and methods for the cultivation of innovative talents.Society needs innovative talents.Accordingly,the future-oriented personnel evaluation mechanism of action theory should be explored and experimented.
