摘要
科技创新水平是增强国家和地区综合实力的决定性因素.内蒙古是祖国北疆的重要省份,科技创新对于改变内蒙古过度依靠煤炭等资源型产业发展的经济格局至关重要.通过研究发现,研究区间内内蒙古科技创新基本面各维度处于高水平耦合阶段,耦合协调性则经历了"低水平协调-中度协调-高水平协调(初级)"三大阶段,由于经济社会转型升级压力增大等因素影响,科技创新基本面耦合协调水平进一步提高的难度也随之加大.对此,从确保政府对科技创新支持力度和推广使用PPP模式参与科技创新两方面提出政策建议.
The level of scientific and technological innovation is the decisive factor in enhancing the comprehensive strength of countries and regions.Inner Mongolia is an important province in the northern part of the motherland.Technological innovation is of crucial importance in changing the economic structure of over-reliance on resource-based industries such as coal in Inner Mongolia.Through the research,we find that all the dimensions of science and technology innovation in Inner Mongolia are in the stage of high level coupling during the study period,and the coupling coordination has experienced three stages of'low level coordination-moderate coordination-high level coordination(primary)',Upgrade pressure increases and other factors,technological innovation fundamentals to further enhance the level of coordination and coordination will also increase.In this regard,we propose policy recommendations from ensuring that the government supports science and technology innovation and promotes the use of PPP model to participate in technological innovation.
