摘要
为科学有效地评价区域人力资本质量水平,构建了人力资本质量评价体系,提出了G1法和灰色关联度法相结合的组合赋权指标方法,建立了基于TOPSIS法的人力资本质量评价模型;并以河北省为例,构建了河北省人力资本质量评价模型,且以11个地市的相关数据为样本进行了实证分析.
In order to scientifically and effectively evaluate the quality level of regional human capital,this paper constructs the evaluation system of human capital quality,puts forward the combination empowerment index method combined G1 method and grey relational degree method,and establishes the evaluation model of human capital quality based on TOPSIS method,and takes Hebei Province as an example to construct the quality of human capital and the relevant data from 11 cities in Hebei Province.
