摘要
运用DEA方法对内蒙古12盟市科技创新效率进行了测算与评价.结果显示,内蒙古12盟市中,呼和浩特等6盟市科技创新效率达到DEA有效,包头等3盟市为DEA弱有效,乌海等3盟市为DEA无效.研究发现,科技创新投入要素结构不合理是影响内蒙古各盟市科技创新效率的关键因素.对此,提出了优化科技创新投入要素的配置结构、实施有效的人才政策、构建需求导向的科技创新平台等政策建议.
The DEA method is used to measure and evaluate the innovation efficiency of science and technology of twelve cities in Inner Mongolia.The results shows that six cities,such as Hohhot,are effective for DEA;three cities,such as Baotou,are weakly effective for DEA,and three cities,such as Wuhai,are ineffective for DEA.The study found that the unreasonable structure of input in science and technology innovation is the key factor that affects the efficiency.In this regard,some policy suggestions are put forward,such as optimizing the allocation structure of input elements of science and technology innovation,implementing an effective talent policy and building demand-oriented science and technology innovation platform.
