Rational Consideration on Building Economical Governments in China

节约型政府的核心内涵包括四个方面:节约、循环经济、廉洁高效和以民为本。在中国建立节约型政府具有历史必然性和必要性。加快建设节约型政府,需要树立节约意识和效益观念,提高科学决策能力,转变政府职能,降低行政成本,同时加强资源节约的法制建设。建立节约型政府是中国未来政府范式的必然选择。

To build an economical government is the key factor for the building of an economical society, and is also the inevitable selection of the future governmental pattern of China. The essential connotation of an economical government includes four aspects: economy, circulating economy, probity and high efficiency, and being human-based. Building an economical government in China has historical inevitability and necessity. To build an economical government needs the sense of economy and benefit, the improvement of the ability of scientific decision-making, the transformation of the governmental functions, reducing the administrative cost, and at the same time the strengthening of the building of law of resource economy.
