在社会主义初级阶段建设和谐社会,必须坚持科学的改革观、发展观,不断加强党的执政能力建设;以人为本,促进人的全面发展,使人与自然资源,自然环境全面协调发展;统筹兼顾各社会阶层利益,协调社会矛盾,构建和谐社会。

To build a harmonious society at the primary stage of socialism, scientific conceptions of reforming and developing must be upheld and our Party’s ruling ability must be improved constantly. Human-oriented principle is essential to promote the well-rounded development of human beings and to keep balances among human beings, natural resources and environment. Moreover, unified planning with due considerations of benefits of all concerned classes and the coordination of social contradictions are both necessary to build a harmonious society.
