Rationalizing public power becomes an inevitable choice under the condition of constitutional governance. It requires that the allocation and operation of public power should be realized inside the constitutional system,that public power should be distributed reasonably by returning public power to the people,improving the structure of public power, and promoting constitutional governance to reshape the public attributes of public power.
