摘要
我国行政问责在实际运行过程中还面临诸多困境,其主要表现为:主体不明确,异体问责相对薄弱,问责救济机制不健全,问责内容缺乏法律规范问责标准弹性过大,转型中的行政生态环境还不能有力地促进问责制的推行。为了促进行政问责制的进一步发展,需要健全完善行政问责体系,把行政问责与开展政府绩效评估、政务公开紧密结合起来,注重行政问责结果多样有效,尽快健全行政问责救济,营造和谐的"问责文化"环境。
In actual operation,the administrative accountability in China is still faced with many difficulties,mainly as follows:The main party is not specific;allo accountability system is relatively weak;Administrative accountability relief system is not sound;There is a lack of the legal norms of the administrative accountability;Standards of accountability are too much flexible; Restructuring administrative environment can not effectively promote the implementation of the accountability system.To further develop administrative accountability,a sound and complete administrative accountability system must be established;administrative accountability system,governmental performance assessments and administration-open system must be closely combined;Much attention must be attached to a variety of effective administrative accountability results;A sound administrative accountability relief system must be established as soon as possible and a harmonious culture of administrative accountability must be created through whole society.
